CA DMV requires clearance of pending recall?!

I haven't done fuel pump recall for my 19 sport 2.0t. Now DMV requires to get it done prior to renew annual registration.
I have flex fuel converter for Ktuner stg 2 tune. Should I revert that prior to the recall service? Any advise will be appreciated.
