Honda Accord hybrid 2018 k tuner possible ?

I was wondering . While I was going down the highway my car went up to 113 then stopped accelerating. While I was going down hill? Is it a governor ? . Help? A way to get a k tuner to work with a hybrid ?

Probably was a "governor"... Best bet is to speak w/KTuner directly to find out if it will help.
