What does this particular part, attached to the turbo inlet pipe and circled in red, perform? The CTR and the Accord 1.5 do not have this part/design attached to their specific turbo inlet pipe. Just curious about the different benefits/disadvantages and why would Honda design it this way? Thank you for any replies.

I think this part is added to reduce the noise coming from the air rushing in.
